Penelitian ini menempatkan fungsi Dewan Perwakilan Rakyat Daerah (DPRD) terdriri dari fungsi legislasi, pengawasan, anggaran dan hormonisasi dengan pemerintah daerah. Persepsi masyarakat terhadap pelaksanaan keempat fungsi tersebut menentukan keberhasilan memenuhi harapan aspirasi tuntutan dan keinginan masyarakat.
