PENERAPAN DISIPLIN APARATUR SIPIL NEGARA PADA BADAN KEPEGAWAIAN DAN PENGEMBANGAN SUMBER DAYA MANUSIA (BKPSDM) PEMERINTAH KOTA BAUBAU

The aims of this study are (1) to analyze the application of thediscipline of the State Civil Apparatus at the Agency for Personnel and HumanResources Development (BKPSDM) of the Baubau City Government. (2) To findout what are the obstacles in implementing the discipline of the State CivilApparatus at the Agency for Personnel and Human Resources Development(BKPSDM) of the Baubau City Government. the use of excess funds from theBudget Calculation (SiLPA).The research method used is by using a qualitative approach, sourcedfrom primary data and secondary data and data collection techniques used are byconducting observations, interviews and document analysis.The results showed that the application of the discipline of the StateCivil Apparatus at the Agency for Personnel and Human Resources Development(BKPSDM) of the Baubau City Government has been implemented sinceGovernment Regulation Number 94 of 2021 concerning Discipline of CivilServants was issued. In its application there are still frequent violations ofdiscipline in the general section, especially in punctuality, there are still manyemployees who do not arrive on time, and are outside the office during workinghours not because of the service, and the success of implementing the discipline ofthe State Civil Apparatus at the Agency for Personnel and ResourcesDevelopment has not been optimal. Human Resources (BKPSDM) of the BaubauCity Government because Government Regulation Number 94 of 2021concerning Civil Servant Discipline is a regulation that is difficult to implement,because the target of this policy is to change a person's behavior to be disciplinedin carrying out regulations.Keywords: Application of Discipline, BKPSDM
