PENERAPAN SANKSI BAGI APARATUR SIPIL NEGARA YANG MELANGGAR DISIPLIN KEPEGAWAIAN STUDI KASUS DI DINAS PERTANIAN DAN PERIKANAN KABUPATEN MADIUN

The behavior of civil servants is in the spotlight of society if employees violate disciplinary regulations such as coming to the office late, leaving early, wandering around in crowded places during working hours, wasting work time, bureaucratic involvement in the practical political arena, bureaucratic unprofessionalism, immoral acts. which undermines the dignity of civil servants, thereby adding to the bad image of the Indonesian bureaucracy.
This research aims to examine and analyze the application of discipline in the Madiun Regency Agriculture and Fisheries Service according to Government Regulation no. 94 of 2021 concerning Civil Servant (PNS) Discipline and analyzes settlements and provides legal solutions for Civil Servants (PNS) in the Madiun Regency Agriculture and Fisheries Service who commit administrative violations.
This research uses sociological juridical research, namely research that studies the reciprocal relationship between law and other social institutions. This writing will be carried out by observations at the Madiun Regency Agriculture and Fisheries Service, to obtain maximum data. Data collection from primary data and secondary data and data analysis using data collection techniques based on applicable laws and regulations.
The results of this research show that supervision and because of the weak control system of superiors in supervising subordinates as well as the lack of understanding and attitudes of civil servants towards regulations related to work discipline are still underestimated. This factor is what causes there to be so many violations that every day, if seen from the results of observations, it can be seen that on average there are two to three perpetrators who commit minor violations. This has an impact on the low performance of the relevant apparatus within the Madiun Regency Provincial Agriculture and Fisheries Service.
