PELAKSANAAN GANTI KERUGIAN DALAM KEGIATAN PENGADAAN TANAH BAGI PEMBANGUNAN UNTUK KEPENTINGAN UMUM RUAS JALAN TOL SOLO-YOGYAKARTA DI KABUPATEN KARANGANYAR

Purpose The purpose of this research is to find out and analyze the processof implementing compensation and what obstacles are faced in land acquisitionactivities for the development of the Solo-Yogyakarta toll road section inKaranganyar Regency.The background of this study is to determine the stages of implementingcompensation for land procurement for development for the public interest of theSolo-Yogyakarta Toll Road in the Karanganyar Regency and to find out theobstacles faced in the implementation of compensation payments.This type of research uses a sociological juridical approach. Based on itsnature, this research uses a type of research based on qualitative data. As for thedetermination of the sample used in qualitative research, the technique is purposivesampling, and snowball sampling. The data collection method used is the documentstudy method and the interview method . Data analysis using descriptive analysismethod to get clear and definite conclusions and can be accounted for in theory andpractice.From the research results: (1) it is known that the implementation of landacquisition is carried out through the following stages: (a) Planning; (b)Preparation; (c) Implementation; (d) Submission of Results; while for thecompensation payment process through the stages of the Direct Paymentmechanism, Land Procurement for National Strategic Projects, as follows: (a) P2Tissues validation; (b) the Minister/Head submits a request for payment to LMAN;(c) LMAN conducts administrative research; (d) LMAN, confirms the PaymentApproval or Return of the Application to complete the documents; (e)Implementation of Direct Payments to entitled Parties; (f) Submission of DirectPayment Reports to LMAN; (g) PPK for Land Procurement conducts datasuitability testing; (h) PPK for Land Acquisition submits SPP-GK to PPSPM; (i)PPSPM conducts SPP-GK conformity testing; (j) PPSPM submits SPP-GK to theMinister/Head; (k) The Minister/Head submits a payment request to LMAN. (2) Inthis study, there were obstacles encountered, one of which was related to theimplementation of compensation payments for village treasury land in theKaranganyar Regency although it was carried out in accordance with the provisionsof the applicable laws and regulations, it still took a long time. This is a fundamentalobstacle to be overcome immediately.Keywords: Compensation, Land Acquisition, Toll Road.
