ANALISIS KEWENANGAN PEJABAT PENYIDIK NEGERI SIPIL (PPNS) IMIGRASI, PENYIDIK POLRI DAN PENYIDIK BADAN NARKOTIKA NASIONAL (BNN) DALAM TINDAK PIDANA PENYALAHGUNAAN NARKOTIKA DI WILAYAH PERBATASAN REPUBLIK INDONESIA - PAPUA NEW GUINEW

The purpose of this study was to examine the authority and coordination betweenPPNS Immigration, Polri Investigators and BNN Investigators in narcotics abuse inthe Republic of Indonesia–Papua New Guinea border area. The type of researchused is empirical juridical with descriptive research nature. Data collectiontechniques using interviews and literature study. Analysis technique usedqualitative analysis with an interactive model. The results show that the authorityof the National Police Investigator and the National Narcotics Agency Investigatorboth have the authority to arrest suspects of narcotics abuse, while the authority ofthe Immigration PPNS investigator is based on Article 82 of Law no. 35 of 2009.Coordination between PPNS Immigration, Polri Investigators and BNN inNarcotics Abuse, namely cooperation to increase efforts to eradicate illicit narcoticstrafficking, especially in the implementation of airspace, sea interdiction, synergizeand jointly take steps strategy in efforts to control narcotics. The police coordinatewith BNN by notifying BNN related to the investigation carried out on narcoticscases. The police have the same authority as BNN investigations, namely to preventthe circulation and abuse of narcotics.Keywords: application of criminal sanctions, domestic violence, victims, death
