PELAKSANAAN PENDAFTARAN TANAH SISTEMATIS LENGKAP (PTSL) GUNA LEGALITAS TANAH DI KECAMATAN KARANGJATI KABUPATEN NGAWI

This study aims to identify and analyze the implementation of completesystematic land registration (PTSL) in order to assist the legality of communityland in Karangjati District, Ngawi Regency, analyze the obstacles to theimplementation of PTSL and find efforts to help communities obtain the legalityof their land rights. This study uses an empirical juridical approach. The nature ofthis research is descriptive. The technique of determining the informants usedpurposive sampling technique. Research informants consist of authorized officialsand community representatives. Data analysis used the Miles and Hubermanmodel.The results of the study found that (1) The implementation of completesystematic land registration (PTSL) to assist the legality of community land inKarangjati District, Ngawi Regency was quite good in accordance with applicablegovernment regulations even though there were obstacles or obstacles, but theycould still be overcome. Judging from the legal structure, the authorized officersin PTSL include Pokmas, village government and employees of the NgawiRegency Land Office. In terms of legal substance, the legal basis used in theimplementation of PTSL is (a) Presidential Instruction Number 2 of 2018concerning Acceleration of Complete Systematic Land Registration in AllTerritories of the Republic of Indonesia. (b) Regulation of the Minister ofAgrarian Affairs and Spatial Planning/Head of the National Land Agency of theRepublic of Indonesia Number 6 of 2018 concerning Complete Systematic LandRegistration. Judging from the elements of legal culture, it can be seen from thepublic's understanding of the implementation of PTSL that tends to be low. (2)Obstacles to the implementation of PTSL include (a) Lack of understanding ofsome people about the importance of certificates as proof of property rights; (b)The community's perception that obtaining land certificates requires high costs;(c) Land proposed for PTSL program is still in dispute with the heirs; (d)Incomplete files are returned by the Ngawi Regency Land Office to the village forcompletion. (3) Efforts that can be made in helping the community to obtain thelegality of their land rights are socializing the importance of certificates, checkinguncertified land and recording detailed data on the land rights area, checking filesthoroughly so that the PTSL process runs smoothly.Keywords: complete systematic land registration, land legality
