This research aims to study and analyze the synchronization of thestandard-setting for permits for the establishment of pharmacies based on theDecree of the Head of the Wonogiri Regency One-Stop Investment and ServiceDepartment No. 29 of 2018 with the Minister of Health Regulation No. 9 of 2017when viewed from the hierarchy of legislation.The research method used in this study is a normative juridical approachwith data collection techniques used in this study by conducting an inventory ofvarious provisions of laws and regulations and literature related to pharmacylicensing.The results of the authors' research concluded that the synchronization ofthe decision of the Head of the Wonogiri Regency Investment and One-StopIntegrated Services Service Number 29 of 2018 is in accordance with the Ministerof Health Regulation No.9 of 2017 concerning Pharmacies. And it is theimplementation of the Government based on Law No. 23 of 2014 concerningRegional Government which regulates the division of authority between thecentral and regional governments which accompanies the consequence that eachregion has its own system/rules. Based on the Vertical Legal SynchronizationTheory which states that the Synchronization of the Decree of the Head of theWonogiri Regency Investment and One-Stop Integrated Service Number 29 of2018 does not contradict the Regulation of the Minister of Health No 9 of 2017About Pharmacy.Keywords: Pharmacy Permit, synchronization, Regional Regulations
