PELAKSANAAN PENGUKURAN ULANG BATAS KEPEMILIKAN TANAH DALAM RANGKA PENGEMBALIAN BATAS BIDANG TANAH: (Studi Kasus Di Kantor Pertanahan Kota Salatiga)

This research aims to analyze the implementation of the boundaryremeasurement of land ownership in order to return the boundaries of land area inthe land office of Salatiga City. Analyzing the obstacles that occurred in theimplementation of remeasurement of land ownership limit in order to return theboundaries of land area in the land office of Salatiga City.The land has an importantrole for human life because the human life is completely inseparable from the land,while man who needs land continues to grow rapidly while the land area isrelatively fixed. In order to have the legal certainty of land rights, landlordregistered the land office to obtain proof of land rights. But in the development oftime still often arises problems boundary the land, ie the boundary of the land isunclear/the limit of lost borders, boundary land shifts and or disputes of landboundary. In overcoming the problem, the owner of the field of land proposedremeasurement of land tenure to regain certainty of the land boundary according tothe title of land rights.The method of approach in writing is sociological juridical. Thespecification of this research uses analytical descriptive. Data sources use primarydata and skunder data. Data collection techniques using interview studies, FocusGroup Discussion and observation. To analyze the data, researchers use qualitativedescriptive analysis methods.Based on the results of the study obtained the conclusion that theimplementation of remeasurement of land ownership limit in order to return theland boundary in Salatiga City Land Office is implemented by application.Applicants or their proxies apply to the land office of Salatiga by paying theappropriate fee for PNBP. Then based on the application of letters mademeasurement assignments and measuring officers given a letter of duty to create ameasurement schedule with the applicant. In carrying out its duties, the measuringofficer performs the measurement of the land limit return should be done inaccordance with the measured data recorded in the Image measure archive. Thebarriers that occurred in the implementation of re-measurement of land tenure in theframework of the return of land boundaries in Salatiga City Land Office is thearchive image measure not found, the records of the measurement data in thearchive picture measure incomplete, lack of measuring officers, the applicant cannot show the limits of land ownership, land bagas disputes and changes in physicalconditions and land boundaries field.Keywords: remeasurement, land tenure limits.
