PELAKSANAAN PENDAFTARAN HAK TANGGUNGAN BERDASARKAN PERATURAN MENTERI AGRARIA DAN TATA RUANG/KEPALA BPN RI NOMOR 5 TAHUN 2020 TENTANG PELAYANAN HAK TANGGUNGAN TERINTEGRASI SECARA ELEKTRONIK DI KANTOR PERTANAHAN KABUPATEN SRAGEN

The purpose of this research is to analyze the implementation of regulation ofthe Minister ATR/head of BPN RI number 5 year 2020 about the service ofelectronic integrated rights in Sragen District office. Analyzing barriers inimplementing regulation of the Minister ATR/head of BPN RI number 5 year 2020about the service of electronic integrated rights in Sragen District office.Applied electronic rights registration is expected that the parties orstakeholders in cooperation with the Ministry of ATR/BPN follow the progress thathas been applied in order to improve the service to the community become more,both in terms of the legal substance governing the HT-El itself and the rulesgoverning the foregoing liability.The method of approach in writing is sociological juridical. The specificationof this research uses analytical descriptive. Data sources use primary data andskunder data. Data collection techniques using interview studies, Focus GroupDiscussion and observation. To analyze the data, researchers use qualitativedescriptive analysis methods.The implementation of the rights services are electronically integrated inSragen district office, carried out through the following stages: the implementation ofthe integrated Electronic Rights service in Sragen District office is implemented bysocialization to the PPAT and creditors in the district of Sragen. This socializationactivity is carried out with the aim that the PPAT and creditors as the recipient of theprogram understand and understand the mechanism of implementation of the rightsof electronic integrated liabilities. The aspect of the resources has been adequate,which is as many as 5 people, the level of education of high personnel is the averageeducated S1 and S2, besides the employees are also included in the education andtraining programs, both in the form of education and training of leadership andmanagement, education and functional training and education and technical training.The disposition or attitude of the employee is good, where the employee receives andperforms the task and function properly. The aspect of the bureaucracy structure isgood, which is the Division of Duties and authority of each employee. Barriers inimplementing regulation of the Minister ATR/head of BPN RI number 5 year 2020about the service of electronic integrated rights in the land Office of Sragen District,which is lacking in PPAT in the implementation of the registration of electronicallyintegrated liabilities and Internet network interference.Key words: Service of Rights, Electronically Integrated
