PERAN PEMBIMBING KEMASYARAKATAN DALAM PEMBIMBINGAN KLIEN PEMBEBASAN BERSYARAT TINDAK PIDANA NARKOTIKA DI BALAI PEMASYARAKATAN KELAS II KLATEN

The purpose of this research was to analyse the role of the Communityadvisers in the development of a parole client for narcotics criminal proceedings atBalai Pemasyarakatan Kelas II Klaten. Analysing the constraints faced by the publictutoring on the parole client's supervision of a narcotics criminal act in BalaiPemasyarakatan Kelas II Klaten.The method of approach in writing is sociological juridical. The specificationof this research uses analytical descriptive. Data sources use primary data andskunder data. Data collection techniques using interview studies, Focus GroupDiscussion and observation. To analyze the data, researchers use qualitativedescriptive analysis methods.Based on the results of the study came the conclusion that the role of theCommunity adviser in the parole of the conditional liberation client of narcotics inBalai Pemasyarakatan Kelas II Klaten is implemented by the way the guiding Officercomes directly to the residence of child clients or commonly referred However, theimplementation of the program provided by the Bapas Klaten has not been effectiveas well as the guidance of work skills and work training for clients. This can be seenfrom a limited budget and infrastructure from the Balai Pemasyarakatan Kelas IIKlaten the less. The constraints faced by the public tutoring on the guidance of aconditional exemption of narcotics criminal offence in the Balai PemasyarakatanKelas II Klaten are limited to the number of Klaten's Correctional hall personnel, thelow willingness of the correctional clients to follow the guidance, limitedinfrastructure, lack of family support and limited costs or finances.Keywords: Civic Guidance, Conditional Liberation Client, Narcotic CriminalOffence.
