PELAKSANAAN AMAR MA’RUF NAHI MUNKAR SEBAGAI BUDAYA HUKUM DALAM PENEGAKAN HUKUM: (Studi Kasus Pada Organisasi Front Pembela Islam di Surakarta)

The purpose of this study is to investigate the implementation of the amarmar'uf nahi munkar implementation in the Surakarta Islamic Defenders Frontorganization and to determine the impact of the implementation of amar ma’rufnahi munkar on the culture of law enforcement and social order in Surakarta.The background of this research is the practice of charity amar ma'ruf nahimunkar in the community carried out through social institutionalization that iscentered on regular institutions, namely mosques and formal institutions, namelyIslamic da'wa organizations. FPI is one of the Islamic da'wa organizations that isactively involved in a number of law enforcement actions in the community. Inmany ways, what FPI did was seen as not in line with the law enforcementprocedures, because what was done was a main duty of the Indonesian NationalPolice. In fact what is done by FPI is one of social action which has legaldimension, because the source of the problem comes from social disorder, weaklaw enforcement and religious beliefs.This research is a type of empirical / sociological juridical legal researchresearch and when viewed from the nature of the study, including descriptiveresearch. The location of the study was in the Office of the Regional Council ofIslamic Defenders Front Surakarta. Types of data used include primary andsecondary data, data collection techniques used are interviews, literature studies inthe form of legislation, books, journals and other documents that are relevant andrelated to the writing of this law. Data analysis uses qualitative data analysis.The results of this study indicate that the implementation of amar ma'rufnahi munkar is guided by several mechanisms, namely: The case of amar ma'rufnahi munkar which will be fought for must first be assessed based on Islamicsharia by experts, taking formal state legal procedures in force, through gatheringfacts as legal evidence, Gathering concrete support from the surroundingcommunity, Reporting and claiming to all state agencies that are authorized andthe impact of the implementation of the Amar Ma'ruf Nahi Munkar Legal Cultureby the Islamic Defenders Front is recognized by the police as helping theperformance of law enforcement that should be carried out by the Police to bringorder social.Keywords: Amar Ma'ruf Nahi Munkar, Legal Culture, Law Enforcement
