PENEGAKAN HUKUM TERHADAP TINDAK PIDANA KETERTIBAN UMUM OLEH PEMERINTAH KABUPATEN BOYOLALI STUDI KASUS PUTUSUAN NOMOR : 19/Pid.B/2016/PN.Byl.

The purpose of this study is to examine the implementation of lawenforcement against criminal acts of public order by the Boyolali districtgevernment and determine the obstacles in law enforcement against criminal actsof public order by the Boyolali district gevernment. The creation of a harmonyand order is a dream and the purpose of the needs of a region. The achievement ofthese needs is done by the local government through a tool to make arrangementsthat is local regulation. Boyolali district set up through local Regulation No. 5year 2016 on general and public order. This research through sociologicaljuridical approaches has reviewed the conditions of the aspects affecting theimplementation of local regulations, crime cases related to public peace and theobstacles.This research shows that there is a gap in citizen understanding to thesubstance urgency of regional Regulation No. 5 of 2016 about general and publicorder in the community for public interest. In addition to the condition of lawenforcement structure and community culture does not support theimplementation of local Regulation No. 5 year 2016 about public Ketraman andcommunity order. This condition resulted in the emergence of barriers to achievetranquility and order in Boyolali district.Key words : Law enforcement, criminal offence, public order crimes, districtgovernment of Boyolali.
