PENEGAKAN HUKUM PERATURAN DAERAH KOTA SURAKARTA NOMOR 3 TAHUN 2010 TENTANG PENGELOLAAN SAMPAH

This study aims to determine the law enforcement against garbage dumpersin the city of Surakarta and the obstacles encountered in implementing the SurakartaCity Regulation Number 3 of 2010 concerning Waste Management. The behavior ofthe community which is considered to damage the environment. Uncleanenvironmental conditions due to improper handling of waste will have an impact onthe social life of the community. In addition there are cultural values and regionaltraditions that contain values of environmental preservation need to be maintained,fostered and developed to support sustainable development. Awareness andresponsibility of the whole community regarding the importance of environmentalfunctions. This study describes the implementation of law enforcement RegionalRegulation Number 3 of 2010 concerning Waste Management in the City ofSurakarta and the Obstacles encountered in implementing Local Regulation Number3 of 2010 concerning Waste Management in the City of Surakart.In this study the authors used a type of Empirical Juridical research that isresearch based on facts that exist in society. The technique used in data collectionwas interviewing the Civil Service Police informants.The results showed that (1) Law Enforcement against the perpetrators oflittering in Surakarta City was carried out by Satpol PP Surakarta City through a briefinspection. (2) The inhibiting factors in Law Enforcement Regulation Number 3 of2010 concerning Waste Management are a) Factors of Law Enforcement Officialsnamely constrained by a very limited number of law enforcement officers b)Facilities / Facilities Factors namely the low use of technology in the form of CCTVinstallations c) Community Factors and Culture, which is about the behavior ofpeople who throw garbage out of place, especially in rivers, is a habit in which theythink the river can carry waste to the open sea. In the Implementation of LawEnforcement conducted by PPNS Satpol PP Surakarta City as the authorizedinstitution in Law Enforcement is assisted by Unit 5 (five) PPNS Korwas SurakartaPolice in accordance with the Regulation of the Head of the Indonesian NationalPolice No. 20 of 2010 concerning the Coordination, Supervision and Coaching ofInvestigationsfor Civil Servant Investigators.Keywords: Law Enforcement, Society
