Fiscal Policy and Islamic Philanthropy: A Strategy for Social Welfare and Economic Stability

Islam has historically promoted the concept of social welfare, emphasizing principles of justice, concern for the weak, and fair distribution of wealth through zakat, infaq, sadaqah, and waqf. The objective of this study is to analyze the role of fiscal policy in promoting social welfare and equitable economic stability in Indonesia, emphasizing Islamic values through the optimization of zakat and wakaf. The present study employs a descriptive qualitative approach, utilizing data collection techniques such as observation and documentary analysis of official government reports, zakat institutions, and academic publications. The findings of the study suggest that fiscal policy in Indonesia possesses the potential to curtail social inequality and poverty rates. Zakat and wakaf are components of Islamic fiscal policy, contributing to the attainment of social welfare in various domains, including the economy, society, health, education, and infrastructure development. However, the contributions of zakat and wakaf to the state's social programs are not yet optimal, particularly in terms of literacy, collection, and management. Consequently, there is an imperative for the formulation of strategies that would facilitate the optimization of the synergy between zakat and wakaf. This optimization should encompass regulatory reform, the enhancement of governance, the promotion of literacy, and the maximization of the utilization of digital technology. The findings of this research underscore the necessity for enhanced strategic synergy between the government and Islamic social finance institutions to establish a fair and sustainable distribution system. Additionally, the study emphasizes the importance of orienting fiscal policy towards greater inclusivity and grounded in profound social values.
Islam telah lama memperkenalkan konsep kesejahteraan sosial yang menekankan prinsip keadilan, perhatian terhadap golongan yang lemah, dan distribusi kekayaan yang adil melalui zakat, infak, shadaqah dan wakaf. Penelitian ini bertujuan untuk menganalisis peran kebijakan fiskal dalam mendorong kesejahteraan sosial dan stabilitas ekonomi yang berkeadilan di Indonesia, dengan menekankan nilai-nilai Islam melalui optimalisasi zakat dan wakaf. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui observasi dan studi dokumentasi terhadap laporan resmi pemerintah, lembaga zakat, dan publikasi akademik. Hasil penelitian menunjukkan bahwa kebijakan fiskal di Indonesia mampu mengurangi ketimpangan sosial dan angka kemiskinan. Adapun zakat dan wakaf merupakan bagian dari kebijakan fiskal Islam yang juga memiliki peran dalam mewujudkan kesejahteraan sosial, baik dalam ekonomi, sosial, kesehatan, pendidikan dan pembangunan infrastruktur. Sayangnya, kontribusi zakat dan wakaf terhadap program sosial negara masih belum optimal, baik dari literasi, penghimpunan maupun pengelolaannya. Untuk itu, perlu adanya strategi guna mengoptimalkan sinergi zakat dan wakaf, diantaranya reformasi regulasi, penguatan tata kelola, peningkatan literasi, serta pemanfaatan teknologi digital secara maksimal. Implikasi penelitian ini adalah perlunya sinergi yang lebih strategis antara pemerintah dan lembaga keuangan sosial Islam untuk membangun sistem distribusi yang adil dan berkelanjutan, serta mengarahkan kebijakan fiskal agar lebih inklusif dan berbasis pada nilai-nilai sosial yang lebih mendalam.
